Row fixed to bottom of screen on homepage

Hi all,

I need to be able to have 2 rows on the homepage that when loading the site, the 1st row will be in the middle of the screen and the 2nd row will be fixed at the bottom of the screen like in the attached images on both mobile and desktop.

For the life of me I can't figure out how to get the 2nd row to stay fixed at the bottom. When resizing the screen it tends to get srewed up no matter what I try.
