Fixed background doesn't work on tablet or mobile

I'm trying to build a site with a fixed background so the content scrolls up but the background remains fixed in place. I went to Site Settings > Background and set Attachment to Fixed. It works on desktop width screens but on tablet and mobile the background still scrolls. Is there a way to make the background fixed for all responsive modes?
