Hello, I always have problems with Error 403 on the page. Does anyone have any idea what I can do?

We use the latest version of WordPress, I have already started to delete all possible plugins. Unfortunately it didn't work, so I restored the page from backup with all plugins.

Ok it could be connected to Cloudflare, which we use as a DNS provider, but they also have caching activated
